C. 　When you say that you or the person you are talking to  want（ｓ）to do something, you use verb stem+たいです。　However, when talking about the wishes of a third person, you use verb stem+たがって　います。

たとえば：

私はあの映画が見たいです。あなたはあの映画が見たいですか。I want to see that movie.  Do you want to see that movie?

いいえ、でも、となりの友達はあの映画をみたがっています。 No, however, the friend next door wants/is wanting to see that movie.
